How does olefin sulfonate rank among the sulfates? Is it milder or more harsh or on par with SLS, SLES, ALS, and ALES?

Olefin sulfonate is still an anionic surfactant like SLS/ALS, but if it has a carbon count above 12 (e.g. something like Sodium C14-16 olefin sulfonate) it's generally less stripping than straight lauryl sulfates. Strictly speaking, it is still a sulfate though.

Since olefin sulfonate is technically a sulfate does this mean it has the ability to remove silicones?

Yes, but in reality almost any surfactant can remove silicones. Cocamidopropyl betaine/coco betaine can remove all types of silicone (dimethicone, dimethiconol, phenyl trimethicone, amodimethicone, cyclomethicone, dimethicone copoyl) but is still gentle. The last three in that list can be removed just with cowashing.
